Group Policy (Message from the Chairman)The security of personnel and property and environmental protection have always been a constant concern in each of our areas of acticity. And, these were supplemented with our commitment to the quality process. Total, Petrofina and Elf Aquitaine each had a common culture in these areas and similar levels of competence. However, each company had its own practices and expertise. Therefore, it was important for us to combine this "savoir-faire" into a unified policy consistent with our responsibilities as an international oil and gas and chemicals Group. The fundamental principles are stated in the Total Health, Safety, Environment and Quality Charter, which was approved by the Executive Committee. I want to affirm Total's willingness and commitment to the security and safety of our operations, to the wellbeing of our employees, to the respect of the environment and to the quality of our products and services. This charter will be adapted to the operational realities of each of our businesses. It is my wish that it will constitute a basic element in our Group's culture and will attest to its permanent progress. The challenges are, at the same time, individual, collective and strategic. I am counting on each one of you to continue the efforts which have already produced results in the different activities of the Group. This commitment is to the prevention of accidents to personnel and property, damage to the environment, product contamination in compliance with Statutory legislation and the Group's Health, Safety, Environmment and Quality charters. Our HSEQ Policy is the foundation and driving force for the entire safety program. Adoption of ISSSRS Safety Management System (SMS)After a year of preparation, the Safety Management System (SMS) of Apapa Terminal (the biggest of Total facility in Lagos, Nigeria) was evaluated by DNV (Det Norske Veritas) auditor in November 2004. The purpose of the evaluation was to review SMS programs at the Terminal to determine the extent and quality of management control and to verify that SMS programs are in place and functioning effectively. As part of the review, HSE activities were selected to evaluate compliance status with laws and regulations, company policy, industry standard and good operating practice. In conducting the evaluation, the DNV auditor interviewed company personnel, observed their work environment and reviewed documents to obtain an appreciation of the nature and dimension of SMS programs within the Terminal. At the end of the 4 days audit, the Terminal was rated Level 3, on a scale of 0 to 4, under the International Small Site Safety Rating System (ISSSRS) audit above the targeted Level 2 given by Total Outré Mer. The SMS for the Joint Users Hydrant Installation (JUHI) being managed by Total Nigeria was also rated level 3 by DNV auditor in December 2005 under the ISSSRS audit. Total Outré Mer conducted ISSSRS Pre audit of Ibafon depot in December 2005 in readiness for DNV baseline audit in 2nd quarter 2006. The result of evaluation was level 2 after 6-month of implementation, but with improvement on 2 elements, target level 3 will be achieved in the DNV audit. The target is to adopt ISSSRS Safety Management System for all Total Nigeria major facilities. |
Contractors MonitoringTotal Nigeria Plc is committed to safety and environmental protection in its workplace as such Total expects contractors working on our sites to perform to the same high safety and environmental protection standards required of Total Nigeria employees. Contractors' employee accounts for at least 60% of the total man-hours worked. To ensure that contractors are qualified for the work they are to perform and work to prevent accidents, the controls in place includes careful contractor's selection, analysis of information supplied in bidding process, contractor appraisals, risk assessments/analysis of the job, joint prevention plan, supervision and monitoring of contractors when working onsite, planned inspection of project site, weekly reports from project engineer, assessments and feedback. |
Safety Performance IndicatorsThe priority focus of Total Nigeria Plc is to reduce all categories of incidents using direct and indirect promotional approach such as safety awareness, road safety campaign, training, deployment of procedures, development of safety information program (Safety Handbook), inspections and tours, and the evaluation of safety performance on a regular basis. |
